Batch to add building by charmcraft for the ovn charms for the 20.12 batch. Supports just victoria and wallaby in gate. Set default config for source to cloud:focal-wallaby - also fix the test-requirements.txt to point to the stable/wallaby libraries. build.lock: Update commit for layer-ovn Change-Id: I80d9d66aebaf955fca38cbe1affdac7d421fa55a
